That's why I'm asking, not stating it. Quinn mentioned since the beginning they need the restaurant to get enough funds to run the HOTs. It's also said a couple of times during S1 that getting more girls will stress extremely on the budget.
Quinn in general has enough power (until M&J went to Ari instead of her with the proof) to stop girls from joining if they didn't want to.Hell, we even notice that if it was up to her especially Maya wouldn't become a fullfletched HOT.
I think it's just weird that with Tiff's mentality, she wouldn't become a HOT if it wasn't mandatory to become part of Q's restaurant during the year she tried to join.

You didn't ask about it being mandatory, you asked (twice) if that's why Tiffani didn't join the HOTs, as if that would be the only reason.

That's the only reason I can think off: She's hot, she's a woman and likes to go wild during a party. So far that we've seen, every girl prior to these MC's years pledges that are still on campus became HOTs.

Not really in her talks with tommy, the reason quinn is running the restaurant is due to the drug ring she is running as well.
During the talk with sage, she mentions that they get money from fees, sponsorships and being hired by preps and jocks.
Riona also adds to this in the talk where she gets sad that Quinn is using her as a fall girl for using up all the drugs.
MC also mentions that the HOTs work for their own expenses during his speech to the DIKS.
Normally, it would have been two HOTS (Mona and Camilla), but Maya got in due to the scholarship rumor, Lily due to DIK recommendation, Ashley was brought in and Josy because she is Tommy's sister.

I can't remember Sally going wild at a party (at least not by her own will, I wouldn't count going naked thanks to Q for this)
And all others you name can't really called "hot" by the average college goer, except maybe Kylie. I can't remember a wild scene with Christie, the only one that comes close is the drinking competition or the dancing at the end of season 2, but in neither she went either naked or had any kind of sex with MC.

I would think so, at least to the average college goer (except Kylie).
I know many guys from my college time that would easily have sex with even a bit uglier women than Madame, and also older. Not only because of the sex, but they seriously thought they were hot.
Has a boyfriend (and is so ridiculously loose that no one would bother paying anyway), has a boyfriend, has a boyfriend, older than Quinn, just joined, just joined.
